Heather Dog Exercise Area in San Carlos is where you’ll find one of the better-maintained off-leash spaces in San Mateo County. The park splits into two distinct sections, and which one you’ll prefer depends on what your dog actually needs that day. The flat, open area draws the crowd—lots of room for dogs to chase each other in wide circles, and it’s easy to keep an eye on your dog from pretty much anywhere. The real draw for us, though, was the trail section in the southern part of the park. It’s quieter, more wooded, and gives dogs a chance to do some actual exploring rather than just looping around the same patch of grass. The paved circular path connects things nicely and is smooth enough that it works for older dogs or those still building stamina.

The facilities are genuinely well-kept here. Trash cans are regularly emptied, the grounds are clean, and the staff clearly maintains things regularly. Shade is available if you need to hang back and watch, which matters on warm days. We saw a mix of dog sizes and energy levels, and the layout actually manages to keep things from getting too chaotic even when the place is busy.

The park attracts serious dog owners who actually supervise their dogs and keep things civil. That’s not a given at every off-leash area. Because it’s split into two sections, if one feels crowded or your dog isn’t clicking with the group dynamics on any given day, you can usually find a quieter corner. The paved path is worth noting if you’re combining the dog exercise with a walk for yourself—you get an actual route rather than just standing in an open field. Head down around mid-morning on a weekday if you prefer a calmer scene.
